3 Basic Requirements
3.0.1 The design of power plants must comply with the requirements of national laws and regulations and relevant policies on energy saving and environmental protection.
3.0.2 The design of power plants shall be carried out in accordance with the capital construction procedure whose content and depth shall comply with the requirements of applicable current national standards.
3.0.3 The type of power plants shall comply with the following requirements:
1 Thermal power plants shall be constructed in accordance with the urban central heating planning and cogeneration planning taking into account the characteristics and sizes of heating load so as to ensure a cost effective and reasonable heat supply scope.
2 Properly sized self-supply thermal power plants of enterprises shall be constructed according to the heating and power load demand of the enterprise.
3 In regions not accessible to power grids,small hydropower stations or renewable energy power plants shall be preferred;in regions with no conditions for construction of small hydropower stations or renewable energy power plants and regions short of electricity or even without electricity which enjoy rich coal resources but suffer poor transportation conditions,properly sized condensing power plants shall be constructed according to the urban power planning in conjunction with the specific local conditions.
4 Where applicable,trigeneration(combined cooling,heat and power)power plants should be promoted.
3.0.4 The selection of pressure parameters for power plant units should comprehensively take into account both the short-term and long-term plans,and should comply with the following requirements:
1 In thermal power plants,for extraction units and back pressure units with a single unit capacity of 25MW and above and 12MW respectively,high pressure parameters should be used;for extraction units and back pressure units with a single unit capacity of 12MW and 6MW respectively,high,sub-high,or intermediate pressure parameters should be used;and for units with a single unit capacity of 6MW and below,intermediate pressure parameters should be used.
2 In condensing power plants,for units with a single unit capacity of 50MW and above,high pressure parameters should be used;and for units with a single unit capacity below 50MW,sub-high or intermediate pressure parameters should be used.
3 Units installed in the same power plant should use the same parameters.
3.0.5 The design of power plants shall comply with the requirements of national electric power development and enterprise development planning,the design of thermal power plants shall comply with the requirements of urban central heating planning and cogeneration planning,and the design of self-supply thermal power plants shall comply with the requirements placed by process system on heating parameters.
3.0.6 The design of power plants shall make full and reasonable use of the resources and conditions at the plant site,and the overall planning shall be carried out based on the planned capacity.
3.0.7 The design of power plants to be extended and modified shall comprehensively take into account the existing general layout,equipment layout of existing production system,existing building structure,and experience in operation and management.
3.0.8 The design of captive power plant shall be subjected to the enterprises'overall planning,and no redundant systems,equipment or facilities shall be provided for the power plants.
3.0.9 The design life of the process systems of power plants shall be 30years.
