8.2 Coal Unloading Facilities and Off-site Transportation
8.2.1 When the incoming coal is transported by railway,the output of the coal unloading facilities shall be determined according to the daily maximum incoming coal tons transported by railway and the conditions of incoming trains.The duration for coal unloading and the number of trains arriving at the power plant at a time shall be determined by consulting with the competent railway authority.The number of trains shall match with the tonnage rating of the dedicated railway line for the power plant.If a single railway line slot type coal unloading trench is employed,the effective length of the coal unloading trench shall be commensurate with the number of grouped trains entering the power plant each time.
8.2.2 If the single-line belt conveyor is used for the slot type coal unloading trench,one standby impeller coal feeder shall be provided.
8.2.3 If the coal is transported by waterway,the planning and design of the wharf shall comply with the current national standard GB 50192 Code for Design of River Ports and JTJ 211 Design Code of General Layout for Sea Port.The total rated output of coal unloading machineries shall be determined based on the berth throughput capacity and through consulting with the competent shipping authority,and should not be less than 300% of the total coal consumption of the power plant.The number of coal unloading machineries shall not be less than two sets.
8.2.4 If coal is transported by trucks,public service vehicles shall be given a priority and the power plant should not have self-owned coal trucks.
8.2.5 When all or part of coal is transported by trucks,appropriately sized coal receiving station shall be provided in the plant area based on the annual incoming coal tons transported by trucks and shall comply with the following requirements:
1 If the annual incoming coal tons transported by trucks is not more than 30×104t,one or more areas in the coal yard should be used as the coal receiving station.
2 If the annual incoming coal tons transported by trucks is in a range of 30×104t to 60×104t,the coal receiving station may be in the form of multiple receiving coal hoppers connected in series.
3 If the annual incoming coal tons transported by trucks is 60×104 tons and above,the coal receiving station should be provided with slot type coal unloading trench.
4 If the transporting vehicles are mainly non-dump trucks,the coal receiving station should be provided with unloading machineries.
8.2.6 For the power plants located near coal sources,single-line belt conveyor or other conveying modes may be used for off-site conveying through techno-economic comparison.
