Abstract

Nowadays,the world is stepping into the era of knowledge economy,and the competition for high-tech talents has become increasingly fierce. The ability to attract and retain high-tech talents effectively is a necessary condition for a country or region to gain development advantages. The world’s major innovative countries have obtained much experience in attracting talents,which is worth for learning from. In order to win the international competition for talents and seize the development highland in the era of knowledge economy,this book sets the research question as:how do major innovative countries in the world attract high-tech talents and what is the referential significance for China.

Through the research method of literature and data analysis,analytic hierarchy process,comparative analysis and interdisciplinary study,this book starts from the dimensions of individual talents and policy environment,expand the connotation of high-tech talent to a more abroad concept which includes R&D personnel and potential talent. After a comprehensive review and analysis of the policies of United States,Australia,Canada,Germany,UK,Japan and Singapore to attract high-tech talents,this research tries to figure out “push” and “pull” factors in relevant policies,to summarize experiences especially feasible practices,and to raise suggestion to China in attracting high-tech talents.

This book takes the point that,China should coordinate the policies “to attract” and “to retain” talents. We should adjust the policy,improve the level of benefits to let talents come and stay,but also improve the scientific research environment,strengthen platform construction,to make talents willing to come and bring more people to come. In combination with the growing overseas institutions and personnel advantages,China will be able to attract more talents to work for us. For Shanghai,it is necessary to further reduce the threshold of talent introduction,improve talent evaluation standards,increase investment in platform construction,highlight personalized advantages,strengthen active publicity,build a talent ecosystem,and comprehensively enhance the competitiveness in the international and domestic talent market.
