3 Basic Provisions

3.0.1 In setting of a steelmaking plant,material resources,energy,water resources,transportation,environmental capacity,market distribution,utilization of external resources and other conditions shall be comprehensively considered.

3.0.2 If EAF is selected for steelmaking,the conditions for reliable supply of scrap or DRI and other solid iron materials as well as sufficient supply of electric power shall be available.

3.0.3 A new or modified steelmaking shop shall adopt the“three-in-one”(i.e.melting furnace-refining unit-caster)basic process route.

3.0.4 The design of a converter steelmaking shop shall adopt the“four-in-one”(i.e.hot metal pretreatment-top and bottom combined blown converter-refining unit-caster)basic process route.

3.0.5 The design of an EAF steelmaking shop shall adopt the basic process route of UHP EAF-refining unit-caster.

3.0.6 A new converter steelmaking shop should be arranged in such a way that one converter matches one caster.

3.0.7 The“duplex process”or“triplex process”shall be adopted for stainless steel refining depending on the actual condition.

3.0.8 A new or modified steelmaking plant shall be provided with a slag treatment unit.

3.0.9 The complete safety and environmental protection facilities shall be provided for steelmaking shop correspondingly and shall be built together with the main process equipment.

3.0.10 All process steps inside and outside the steelmaking shop shall be coordinated and smooth and also the material flow and route of all the incoming material,liquid steel and slag shall be ensured without interference.

3.0.11 The site selection and general layout of a steelmaking project shall be in accordance with the current national standards Code for Design of General Layout of Industrial Enterprises(GB 50187),Code for Design of General Layout and Transportation for Iron and Steel Enterprises(GB 50603),Code for Fire Protection of Building Design(GB 50016),Code for Fire Protection in Engineering of Iron and Steel Enterprise(GB 50414),Safety Regulations for Steelmaking(AQ 2001)and the current relevant technical code on occupational health protection in the ferrous metal smelting and rolling industries.
