6.3 Off-site Planning
6.3.1 The facilities located outside the plant area,including those for communication and transportation,water supply and drainage,ash handling and treatment,electric power transmission lines and heat supply pipelines,living area and construction area,etc.shall be planned from an overall view according to the planned capacity and the natural conditions at the plant site,after the plant site and various main process systems inside the power plant are determined.
6.3.2 The planning for traffic and transportation outside the power plant shall comply with the following requirements:
1 The special service railway line shall be connected to the national or local railway lines or the special railway lines of other industrial enterprises.It shall not be connected to interregional railway lines or separate the main line at the junction station.The existing facilities shall be fully utilized to minimize the costs for modifying the junction station.The wagons carrying fuels and freight to the power plant should be completely unloaded.No delivering-receiving station should be provided in front of the plant.
2 For a power plant where coals are mainly transported by waterway,if a wharf is arranged outside the plant area or shared with other enterprises,its construction feasibility and costs as well as operation mode shall be determined through consulting with the planning authority and enterprises concerned and an agreement so as to ensure that there is favorable transport channel between the wharf and power plant.
3 The main access roads to a power plant shall be connected to the existing highways to downtowns.The connection between them should be short and convenient for the traffic.Access roads should avoid crossing railways.If there is a level crossing between the plant access road and railway line,it shall be watched and provided with other safety measures.
4 There shall be existing roads or specially built roads linking the plant area to water supply and drainage buildings,water source,wharf,ash yard,and living area outside the plant area.
5 The main access roads to the power plant should be 7 m in width and paved with concrete or asphalt.Other special off-site roads can be 4 m or 3.5 m in special circumstances.The standards for special ash and coal handling roads shall be determined according to the transportation volume and handling and unloading conditions.
6.3.3 The planning of water supply and drainage facilities outside the power plant shall be determined according to the planned capacity,water source,geological conditions,environmental requirements,and the relationship between the current phase and the future extension and through comparison of multiple options for optimization,and shall comply with the following requirements:
1 If once-through water supply system is employed,water intake and discharge buildings and the pump house at bank side or(in the center of waters)shall be properly arranged and circulating water pipes or trenches shall be properly routed.
2 For the circulating water supply system and domestic water supply system,the off-site water source(or collecting basin)and makeup water pump house shall be properly arranged and the makeup water pipes shall be properly routed.
3 Recovery of hydropower and reuse of water shall be considered.
6.3.4 The flood control and drainage plan for a power plant shall be properly prepared according to the project-specific conditions,and the existing flood control and drainage facilities shall be fully utilized.When necessary,structures such as flood bank,flood discharge trench or water retaining wall may be built according to local specific conditions.
6.3.5 The design of ash treatment facilities outside the power plant shall comply with the following requirements:
1 If a valley serves as the ash yard,provision shall be made to protect the residents of adjacent villages from hazards of ash water from the ash yard and the effects of the flood discharge structures of the ash yard on the downstream areas shall be taken into account.The design of the ash yard shall be determined by comprehensively considering the local planned flood control capacity.If the ash yard is located on the beach of a river,the effects of constructed levee on the river channel shall be taken into account and the approval documents from relevant authorities shall be obtained.
2 The ash pipeline should be routed alongside roads and river networks and on sections with small elevation difference and as few slopes,crossings and bends as possible,with minimum effects on farming.
3 When trucks or watercrafts are adopted for ash transportation,the through capacity of highways or river ways and wharfs and potential environmental pollution shall be taken into full consideration.In addition,corresponding measures shall be taken.
6.3.6 The outgoing line corridors of a power plant shall be planned from an overall view according to the urban-rural planning and power system planning,the direction,voltage level,and number of circuits of power transmission lines as well as the planned capacity of the power plant and the construction scale of the current phase,and should avoid crossing each other.
6.3.7 The heat supply pipelines outside the power plant shall be reasonably planned and in harmony with the overall planning of the plant area.
The construction area in the power plant shall be planned from an overall view according to the planned capacity so as to fully utilize the landform,minimize the quantity of earthwork for ground leveling,prevent the topsoil on the ground from being damaged in large areas and prevent soil and water loss.
