3.3　Design Elements

3.3.1　Design of infrastructure of information system shall satisfy the requirements for plant information management，and proper design margins and extensibility shall be provided.

3.3.2　Design of PCS shall satisfy the requirements for control，supervision and management of plant-wide process units，utilities and storage and movement systems，and shall satisfy the demand for data acquisition by execution layer and planning layer.

3.3.3　Design of MES shall be targeted to maximize plant benefit，and shall be capable of processing the operating and manufacturing management data and serving as a unified and integrated plant manufacturing data platform for dynamic planning and scheduling.Supported by the unified and integrated plant manufacturing data platform and LIMS，MES shall be capable of performing plant-wide material balance analysis，manufacturing statistical analysis，and integrating manufacturing management data to provide supports for overall operation decision-making.

3.3.4　Design of enterprise operation management system shall be financial-centric and run through the planning and execution layer，integrate and optimize logistics flow，fund flow and information flow，and satisfy supply and sales management，manufacturing management and financial management in enterprises.

3.3.5　Design of general information management system shall maximize integration and utilization of information resources，and shall anchor on satisfying the requirements for daily office affairs and support for decision-making in enterprises.

3.3.6　Each application system and its sub-systems may be designed as a whole or as a part，and shall avoid duplicated design and comply with the integration requirements in the future.

3.3.7　Business process and information flow shall be designed and optimized for each system.

3.3.8　Equipment management sub-system may be designed both in manufacturing execution system and enterprise operation management system，however，its functions shall differ in these two systems，but they shall be mutually complementary.It may be designed only in one system，but it shall include all functions specified in Article 5.2.9 and Article 6.2.5 of this Code.

3.3.9　Quality and HSE management sub-system may be included in manufacturing execution system or operation management system.
