Under the background of “the Belt and Road”Initiative, the decision makers have to make their choices in overall arrangement，direction and strategies of Xiamen（Amoy）'s industrial development. Now Xiamen should define itself as “Two wheeled drive”, namely the pivot point city working with Taiwan and axis city of Maritime Silk Road. About industry development, Xiamen should research pros and cons by putting itself in the Maritime Silk Road context. This thesis focuses on the new opportunities for Xiamen's industries brought by “the Belt and Road”Initiative, explores the approach of upgrading Xiamen's service and manufacture industries, having production capacity cooperation with Maritime Silk Road countries by fully taking advantage of their cheap labor and economic development potential, building new type of academic, economic and research complex in Maritime Silk Road countries, integrating Xiamen, Zhangzhou and Quanzhou with the concept of “Axis Cities Belt of Maritime Silk Road”into a new regional cooperation regime.
