Abstract

In order to advance the government affairs openness and enhance the transparency of the government，the assessment team has carried out the third-party assessment work of 39 provincial departments and units，16 municipal governments and 137 county（city and district）governments in Shandong Province from five aspects：the administrative power operation openness，the key area information openness，the openness according to applications，the policy interpretation & responding to social concerns，and the security mechanisms of government affairs openness. This report analyzes the progress of government affairs openness work，and puts forward improvement suggestions for the existing problems. This whole book is divided into two parts，such an general report and special reports.

The general report of this book summarizes the overall situation of Shandong government affairs publicity work in 2019，and found that administrative organs at all levels in the province attach great importance to the government affairs openness and gradually improve the system and mechanism. The public participation is gradually expanding，and government decision-making is more transparent. The key areas are extended and the open contents are increasingly refined. The channels of openness according to the application are smooth and the administration according to law has been continuously promoted. The form of policy interpretation is rich and the effectiveness of policy interpretation is continuously enhanced. The guarantee mechanism is gradually improved and the platform construction is orderly and unified. But it also has some problems，such as the government information disclosure catalogue and evaluation index system re confused，the integration of execution process and result information is insufficient，the depth of information disclosure in some key areas is insufficient，the standardization of openness according to application needs to be improved，the form and content of policy interpretation materials need to be standardized，etc. The next step is to speed up the transformation of administrative organs’ ideology and ensure the implementation of government affairs openness，carry out major administrative decision-making procedures and enhance the effectiveness of public participation，comprehensively promote the standardization of grassroots units and improve the quality of government affairs openness，strengthen the construction of government affairs openness platform and release authoritative information accurately，and perfect and optimize the evaluation mechanism and improve the evaluation methods.

Based on the research of Shandong Province’s government affairsopenness，this book studies the hot and difficult issues in Shandong Province’s government affairs openness work from six aspects：the annual report on government information disclosure work，the government information disclosure guidance，the openness according to applications，interactive communication of government portal website，information disclosure of public enterprises and institutions，new government media.
