Graceful restart

Graceful restart for BGP is documented in RFC 4724, and in RFC 3623 for OSPF. In each routing implementation, graceful restart is used to keep routing paths up even if a peer router fails to respond to a Hello message. This can be beneficial in scenarios where the Active DLR CVM is failing over to the standby.
