3.4 Construction Safety
3.4.1 Before construction，carry out distinguishing and evaluating to the hazard，and prepare monitoring measures and emergency plan for fatal hazard installations.
3.4.2 Safety technical measures shall be available in construction organization plan.
3.4.3 The devices of fire extinguishing，water drainage and illumination shall be available in construction site.
3.4.4 It is required to prepare special technical program of safety construction and operation regulation of safety technology for working at heights，deep excavation or corrosion protection，and before construction is carried out，carry out safety training to the construction personnel.
3.4.5 The construction tools，equipment，and devices shall be in accordance with the following requirements:
1 The construction tools and equipment shall be applied within period of validity.Safety devices shall be complete，flexible，reliable，and qualified for safety checking with clear qualification identification；
2 Pressure vessels shall be periodically inspected as per relevant national regulation and issued with certificate for qualification.Forbid applying the pressure vessels of uninspected or being inspected to be unqualified；
3 The construction elevator must be installed with limit switches and polarity switches of up and low，and the safety device for preventing falling down.After the construction elevator is installed，it only can be applied after being inspected to be qualified according to the relevant national regulation.
3.4.6 The safety of construction power shall meet the relevant requirements of the current national standard General Guide for Safety of Electrical User GB/T 13869，National Safety Technical Code for Electrical Equipment GB 19517，and Code for Safety of Power Supply and Consumption for Construction Site GB 50194.
3.4.7 The storage of chemical dangers shall meet the relevant requirements of the current national standard Rule for Storage of Chemical Dangers GB 15603.
3.4.8 Woking at heights shall be in accordance with the following requirements:
1 The safety facilities for working at heights shall be inspected to be qualified in site；
2 The warning signs shall be available in working site and set special person for supervising；
3 Forbid working on several vertical layers in the same space at the same time；
4 The operating personnel must wear safety shoes，helmets，and safety belts；
5 The operation must be stopped at the bad weather of thundering，raining，snowing and wind of above 5th wind scale.
3.4.9 Hot work in construction site shall be in accordance with the following requirements：
1 The inflammable and explosives must be cleaned or protected in the work area；
2 Forbid working with chemical hazards while hotwork is carried out at the same area and time；
3 When carry out hotwork inside equipment pipelines，the ventilation measures must be adopted，and the air oxygen content in working area shall not be lower than 18%；
4 Fire extinguishing devices must be available in working area，and the firefighting access must be unblocked；
5 The safety warning signs must be available in working area，and set special person for monitoring the fire accident；
6 After the hotwork is finished，checks must be carried out to remove fire risk.
3.4.10 The labor protection shall be in accordance with the following requirements:
1 The periodic physical examination shall be carried out to the special work personnel as per the current national regulation of occupational health；
2 The selecting of the labor protection appliance shall meet the relevant requirements of the current national standard Code of Practice for Selection of Personal Protective Equipment GB/T 11651.
