4 Computation of Water and Hydropower
4.1 General Requirements
4.1.1 The principle of integrated water resources management shall be insisted in the design of hydropower energy,under which appropriate considerations shall be paid to the correlations between demand and potential,short term and long term perspectives,upstream and downstream interests,water resources development and eco-environment protection,land requisition and resettlement,with the aim of exploiting water resources in an economic and rational way.
4.1.2 The design of hydropower energy shall be made based on integrated planning of river basin or the overall planning and electric power planning of the river(or river section).The main contents of design shall cover:determination of the development task and power supply scope of the hydropower station according to the requirements of various authorities for multiple purposes,selection of design dependability and design level year,determination of scale and characteristic values of the hydropower station,study of operation modes of reservoir and hydropower station,and clarification of project benefits.
4.1.3 The design of hydropower energy shall be made based on collection and analysis of basic data of local socio-economic and natural conditions,electric power system and eco-environment protection,and on the requirements for multi-purpose utilization.
