4 Process Control System

4.1 General Requirements

4.1.1 PCS shall be designed as an integrated automatic control and information system for plant-wide process units,utilities and auxiliary facilities.

4.1.2 PCS shall include DCS and/or FCS,SIS,FGS,CCS,MMS,PLC,SCADA,MAS,instrument asset management system,PAS,operating data management system and APC,etc.

4.1.3 DCS and/or FCS of the same brand should be used as the main control system for plant-wide process units,utilities and auxiliary facilities in refineries and petrochemical plants.These units shall be operated,maintained and managed in CCR in a centralized manner.In special situation,some units may be operated in field auxiliary room(FAR).

4.1.4 Commercialized systems and products with reliable performance,advanced technologies,complete functions,user friendly interoperability and maintainability shall be used as the control systems such as DCS/FCS,CCS and PLC for process control system.

4.1.5 Commercialized systems and products with good independence,safety and availability shall be used as the safety and protection systems such as SIS,FGS and MMS for process control system,and they shall be certified by international safety certification authorities,where FGS shall be compulsorily certified by China National Centre for Quality Supervision and Test of Fire Fighting Electric Products.

4.1.6 Process control system shall use reliable network architecture and security measures,and should use open system architecture.Control system shall use redundant and fault tolerant industrial Ethernet and shall support TCP/IP protocol.The main control system should support the communication protocols such as Modbus,Profibus,Foundation Fieldbus,HART,and OPC.Communication interfaces for transferring control and safety interlock signals shall be in redundant configuration.

4.1.7 Intelligent Motor Control Center,SCADA and CCTV should communicate with process control system via Modbus,Profibus or TCP/IP protocol.

4.1.8 Process control system should communicate data with MES via OPC protocol,and shall be isolated by using network security devices such as firewall.

4.1.9 Process control system should be installed in CCR and several FARs.PCS operator stations shall be located in corresponding CCR,and PCS control station and input/output units shall be located in corresponding FAR.
