无家可归运动在1990年达到高潮,数十万名游行者聚集在美国国会大厦(U.S.Capitol)门口,呼吁“现在就给我们住房!”来结束无家可归的危机。开始这项运动进展非常缓慢,而街头运动也在逐渐减少。但是,随着研究的发展以及联邦机构和社区有计划地将注意力转向安置策略,我们现在知道可以给那些先前露宿街头的人提供住所。这样可以安置数百万人,其中既有贫困家庭,也有每年面临危机性无家可归的个人。如果我们可以一如既往地从循证实践中汲取精华,对资源进行整合,将我们的善意转化为政治意愿,将我们的好意转化为最佳实践,那么所有人都可以迅速而有效地重拾尊严与安全。
