五 结语
在全球经济危机影响仍然持续的情况下，如何推动经济发展、创造更多就业机会，维持社会平稳发展，这对于南部非洲各国而言将是主要挑战。对于继续连任非国大主席的祖玛而言，如何有效推动经济增长，赢得更多民众的支持仍将是严峻挑战，这对于赞比亚、安哥拉和马拉维等国而言亦是如此。津巴布韦新宪法已经获得通过，总统大选能否顺利平稳举行，仍将是津巴布韦局势所面临的严峻挑战。对于刚果（金）而言，尽管“M23运动”因内讧而基本失败，但是刚果（金）东部地区局势仍然并不稳定。无论是“M23运动”还是之前的全国保卫人民大会等反政府组织，它们都并非刚果（金）问题的原因，而只是其表现刚果（金）东部危机的解决不能单靠军事途径，必须正视其深刻的结构性因素。
