Abstract

In the world today, opening and cooperation have become the important approaches for all the countries to develop the economy. The Far East is the largest economic region of Russia, located in the east of Asia and neighboring Northeast China. The region, with the rich natural resources, but is economi-cally backward. In order to revive the economy of the Far East and maintain the national territorial security, the Russian government promulgated the Outline of Economic and Social Development Objectives of the Far East and Zabaikilsk by 2013 in 2007. Subsequently, it approved the Social and Economic Development Strategy of the Far East and Baygal by 2025 in 2010. Meanwhile, since the reform and opening to the outside, the economy of China has been rapidly developed. However, limited by some problems such as system and structure, etc. , Northeast China has had the economic development relatively backward since 1990s. In order to plan the regional economic development of the country as a whole, the Chinese government presented the strategy of reviving the old industrial base of Northeast China. In 2007, the State Council officially approved the Revival Plan of Northeast China.

The successive promulgation of the plans of reviving the local economy of the Chinese government and the Russian government has provided the unprece-dented opportunity for the economic integration of the two regions. In order to coordinate the regional development strategy of both the countries, the heads of state of the two countries signed the Outline of Cooperation Plan of Northeast China and the Far East and East Siberia of Russia（2009-2018）. It has become the topic and mission that the governments, academic circles and relevant industrial circles of the two countries are urgent to deal with how to grasp the historical opportunity, implement the plan outline and achieve the connection of economic development, mutual benefits and win-win of the two regions.

Based on the regional cooperation theory, the dissertation carries out the comprehensive analysis of the regional cooperation of Northeast China and the Far East of Russia, comprehensively analyzes the favorable factors and barriers for the regional cooperation of the Far East and Northeast China according to the deve-lopment strategy plans of the two regions and the development trends and laws of the international regional economic cooperation, puts emphasis on the research on the regional cooperation modes and paths of the two regions and presents the promotion mechanism suitable to the regional economic cooperation of both the regions and the policies selected by the governments of the two countries to pro-mote the regional cooperation of the two regions.
