第4章 Abstract
In order to developing deepen allround reforms, China must stick to and improve the basic economic system which keeps public ownership in a dominant position and has diverse forms of ownership develop side by side. Based on the decisions of the third plenary session of the 18th National Congress of the CPC, this book explains in ten essays on how to stick to and improve the basic economic system. The first essay is introductory, which focuses on the importance and necessity to stick to and improve the basic economic system. The second, third, ninth and tenth essays discuss how to deepen reform to stimulate the nonpublic economic vitality and creativity from different angles such as improving the property protection system, actively developing the mixed ownership economy, deepening the reform of monopoly industries, as well as supporting the development of nonpublic economy.
From the fourth essay to the eighth essay, this book comments on five other questions related to playing the leading role of the stateowned economy and Strengthening the vigor of the state economy, that is, how to develop stateowned economy, how toimprove the stateowned assets management system, how to manage stateowned capital, how to deepen the reform of stateowned enterprises, and how to Improve the modern enterprise system, so that China may adhere to the dominant position of the public ownership through institutional innovation.
