ABSTRACT

Social intermediary organizations is an important part of the social system, product of refinement of social division of labor, an important part of civil society, and also an important carrier of undertaking effects of modern social mechanism.

The problems of Chinese social intermediary organizations' functions during the period of transformation of government discussed in this book, was mainly focusing on discussing location of social intermediary organizations' functions during the period of transformation of government. We clarified the concept of social intermediary organizations in Chapter 1, and defined social intermediary organizations were general term for social organizations which were legally set up based on voluntary principles and no-profit-making, specially played a role of isolation belts and bridges among relative independent natural persons(two or more than two)or legal subjects(governments, enterprises and individuals)in the social system, thereby increasing interests of different parts and social welfare indirectly. Whereas the prerequisites of social intermediary organizations' development were governments'transformations in these aspects of structures, institutions, strategies and tactics. In Chapter 2, we discussed the theoretical foundations of social intermediary organizations, such as government failure theory, market failure theory, contract failure theory, civil society theory, good governance theory and so on. In Chapter 3, we discussed descriptions and experience of social intermediary organizations'development abroad, introduced European social intermediary organizations characterized with corporatism, American social intermediary organizations characterized with pluralism and Asian social intermediary organizations based on Confucianism. In Chapter 4, we discussed historical origin of Chinese social intermediary organizations and current situation of Chinese social intermediary organizations from urban-rural dualistic insight. In Chapter 5, we discussed the location of Chinese social intermediary organizations from the view of relationships between social intermediary organizations and governments, citizens or markets, we believed government reform supplied important opportunities and conditions for social intermediary organizations' development, meanwhile social intermediary organizations' development promoted government reform. Social intermediary organizations were effective means of safeguarding civil lawful rights and interests and organizations of civil self-management, self-service and self-education. Establishment of ordered social marketable system needs developing and expanding social intermediary organizations. In Chapter 6, we discussed urban social intermediary organizations' problems and development tactics. In Chapter 7, we discussed rural social intermediary organizations' problems and development tactics. In Chapter 8, we discussed opportunities and trends of Chinese social intermediary organizations' development. At last, in Summary, we proposed topic of social intermediary organizations became a frontier research in domestic academia recently, which not only demonstrated that researchers were reviewing country's role during social transformation period in social economical life, markets themselves exiting drawbacks and their variability, but also reflected that researchers paid their attention to expansion of social interest space out of government system stepwise. We studied social intermediary organizations using a method of combining standards with proofs, special case with questionnaire survey in this book.

The social intermediary organizations study can adjust the relationship between government and society, promote government transformation, increase the ability of governments to manage social economies, supply organization foundation for Chinese social construction, and it has a significance for Chinese economical society development and government transformation.
