共同推进世界主流文化构建——首届“世界文化发展论坛”（2013）武汉宣言
Making Joint Efforts to Promote the Construction of World Mainstream Culture: Wuhan Declaration of the First World Culture Development Forum（2013）
2013年9月23日，来自韩国、菲律宾、马来西亚、印度、泰国、以色列、澳大利亚、墨西哥、巴西、爱尔兰、美国、中国等12个国家的25位学者，相聚在中国武汉市湖北大学，共同讨论当代世界文化发展，其主题是“当代世界主流文化的现状与前景”。参加此次论坛的学者就世界文化发展特别是世界主流文化达成共识，并同意发表以下宣言：
On September 23rd,2013,25 scholars from South Korea, the Philippines, Malaysia, India, Thailand, Israel, Australia, Mexico, Brazil, Ireland, USA and China gathered at Hubei University, Wuhan, China, to discuss contemporary world culture development issues with the theme of“current situation and prospects of contemporary world mainstream culture”. Scholars have reached a consensus concerning world culture development, especially the world mainstream culture, and agreed to make the following declaration：
人们普遍承认，当今的世界是文化多元化的世界。确实，与全球经济一体化趋势相反，今天的世界文化日益呈现出多元化的格局。很多学者、政治家乃至普通人都将这种多元化看作世界文化发展的必然趋势，并因而努力为这种多元化作论证和辩护。他们比较少地注意或思考在这种多元文化的世界新格局之下是否需要有世界的主流文化，是否需要有世界各国和世界人民普遍认同的共同价值观。我们认为，在全球经济一体化和世界文化多元化格局并存的今日世界，要构建世界主流文化和价值观，首先要对世界主流文化和价值观给予高度重视。世界主流文化和价值观是维护世界安全与和平的基本价值原则。在今天世界各国有政府而整个世界无政府的状况下，如果连这种起码的价值原则都没有，或者有了也可以完全无视，那么我们的世界将危在旦夕。
It is widely acknowledged that today's world is the world of cultural diversity. Indeed, being opposite to the trend of economic globalization, today's world culture increasingly shows a diverse pattern. Many scholars, politicians and even ordinary people regard this kind of diversity as an inevitable trend in world culture development, and therefore strive to prove and defend this diversity. They hardly think or notice whether the world needs its mainstream culture under the new pattern of cultural diversity and whether it needs the common values universally recognized by all countries and all people of the world. We believe that, in today's world where economic globalization and cultural diversity coexist, it is necessary to construct the world's mainstream culture, at least to give priority to it. Mainstream culture and values are the basic principles and values which safeguard peace and security of the world. Every country has its government but the world as a whole is in a state of anarchy. In this condition, if there is no basic value principles at all in the world, or although there is but completely neglected, our world would be at stake.
所谓主流文化，是指在社会生活中占据主导地位的、普遍流行的或者为公众普遍接受的文化。一种文化要成为主流文化，不仅必须代表大多数社会成员甚至全体社会成员的利益，反映社会成员的普遍愿望，而且必须比其他文化先进、更有公信力，并能不断地从非主流文化中吸收合理的成分，使自身不断丰富。因此，我们构建主流文化不是对文化多元化的否定和排斥，而是在承认非主流文化存在和共同发展的前提下，对它们起主导作用并得到它们的尊重和认同。主流文化是与非主流文化共存共荣的，是不断从非主流文化中吸取营养从而不断得到完善和发展的。世界主流文化更不是对各国主流文化的简单否定和排斥。它是在基本尊重各国文化的前提下形成的世界文化共识，以及建立在此基础上的最基本的共同原则。对于某一个具体国家来说，这些共同原则只是其价值体系和文化的底线原则，而不是其主要原则，更不是其全部原则。当然，这些原则也应当具有引导和规范作用，否则它们就不具有价值原则的意义。对于不尊重这些底线原则的国家可以而且应当进行世界舆论谴责。
What we call the mainstream culture refers to the culture which has a leading role and universal popularity accepted by the public in a society. If a kind of culture wants to be the mainstream culture, it must not only represent the interests and universal wishes of the majority or all member of a society, but also be much more advanced than all other cultures, and can always strengthen itself by accepting the reasonable constituents of all other non-mainstream cultures. Therefore, the mainstream culture we want to construct is not to deny and reject cultural diversity, but to regulate all the non-mainstream cultures and get respect and recognition from them with the pre-condition that the mainstream culture and non-mainstream cultures co-exist and co-develop with each other. It coexists with non-mainstream cultures and get continuously improved and developed by constantly studying from them. The mainstream culture of the world is not a simple denial and rejection to national mainstream culture. It is the universal consensus and common principles formed by respecting the culture of every country. For one particular country, these common principles represent only the bottom line in its value system and culture, not the dominant or the whole principles. Of course, these principles should have the function of guidance and regulation; otherwise they would lose the significance of value principles. To the country violating these regulations of bottom line, it will be disapproved by the world.
世界主流文化和价值观绝不是某个国家的文化和价值观，它是世界各国、世界人民普遍认同或达成共识的文化和价值观。一切将本国的价值观世界化或向外国输出的图谋，不仅无助于世界主流文化的构建，而且必将导致世界主流文化的损毁。在构建世界主流文化的过程中，我们要坚决反对这种图谋，真正使世界主流文化由世界各国和全世界人民共同构建、共同分享。
What we need to point out particularly is that, the mainstream culture and values of the world are definitely not the culture and values of a particular country, but the culture and values which are universally recognized and made consensus by all people of all countries in the world. Any attempt to globalize or output the value of one particular country, will not only make no contribution to the world's mainstream culture construction, but also result in the damage of it. During the process of world mainstream culture construction, we must resolutely oppose this kind of attempt, and make the world mainstream culture constructed and shared together by people of the world.
构建世界主流文化是世界各国、世界人民的共同责任，但首先是世界各国学者的共同责任。今天的世界是文明昌盛的世界，我们办任何事情都必须有思想理论的引导，必须有在理论上得到合理性论证的实施方案，构建世界主流文化和价值观这样事关世界前途和命运的生死攸关的重大问题更是如此。从理论上构建世界主流文化和价值观，或者说提供世界主流文化和价值观的理论构架并给予理论与实践结合上的论证，是当代世界各国学者的共同社会责任和重大历史使命。各国学者应当自觉地承担起这一共同社会责任和重大历史使命，为世界主流文化和价值观的理论构建做出自己应有的贡献。
It is the common duty of every country and all people of the world, but first of all, the duty of scholars, to construct the world mainstream culture. Today's world is a world of civilization and a world of prosperity. Anything we do must be guided by theories with implementation plans proved by theories, so must the world mainstream culture construction related to the future and the destiny of the world. It is the common social duty and historical commitment for scholars of various countries to provide theoretical framework or the theory with practical proof for world mainstream culture and values construction. Scholars from different countries should voluntarily take the common social duty and the great historical commitment to make the due contribution to the theoretical construction of the world mainstream culture and values.
要提供世界主流文化和价值观的理论，不仅需要各国学者个别的研究，更需要世界各国学者之间的交流、对话、合作。我们举办这一论坛，就是为了给世界各国学者共同研究世界文化提供交流、对话和合作的平台，建设研究世界文化发展的智库。这次论坛的主题是“当代世界主流文化的现状与未来”，我们今后还会共同探讨其他有关世界主流文化发展的重大问题。这次论坛的举办是世界各国学者共同研究世界文化的有重大历史意义的开端，它将翻开人类自觉地共同关注自己主流文化建设发展的崭新一页。我们希望这一论坛在世界各国长期举办，通过论坛的举办不仅扩大各国学者关于世界主流文化研究成果的世界影响，而且直接推动各国政府和人民重视世界主流文化的建设。
To provide theories for world mainstream culture and values not only needs individual studies of all the scholars from different countries, but also needs exchange, dialogue and cooperation among these scholars. The forum we host is to build up a platform for scholars studying world culture in various countries to make communication, dialogue and cooperation, and to set up the think tank for world culture development. The theme of this forum is“the current situation and future of mainstream world culture”. We will explore together other great problems concerning world mainstream culture development in the future. The forum is a starting point with great historical significance for scholars of different countries to make joint research of world cultures. It will initiate the common concern of mainstream culture construction for the human being. We hope that the forum will be permanently held in different places of the world. We hope the forum will not only expand the influence of every scholar's academic study of world mainstream culture, but also directly promote the government of every country and the people of the world to do world mainstream culture construction.
为了使这一平台办下去，而且越来越宽广，我们同意建立“世界文化发展论坛”理事会，参加本次会议的各国代表作为首届理事会成员。理事会成员的责任主要有二：一是发展更多国家的更多学者参与这一论坛，大家共同为世界文化发展提供智力支持；二是力争在自己国家承办“世界文化发展论坛”。我们希望该论坛每年在不同国家举办，以扩大它的影响，并增强各国发展世界主流文化的意识和自觉性。
In order to have this platform permanently held and in order to make it more and more wide, I propose to establish the Council for“World Culture Development”, and all representatives at this forum from different countries can be the member of the first Council if there is no objection. There are two duties for every member of the Council: one is to recommend more scholars to participate the forum in order to provide the joint intellectual support for world culture development; the other is to try to organize world culture development forum in his or her country. We hope that the forum could be held annually in different countries in order to expand its influence and enhance the awareness and consciousness for every country to develop world mainstream culture.
