In the process of constructing west-straits economic zone and of promoting the peaceful development of cross-strait relations, Xiamen communicates and cooperates with Taiwan in many areas, actively promoting the construction of tactic pivot city of cross-strait relations. However, with the “totally governing”by Taiwan democratic progressive party（DPP）after the 2016“general election”, the new situation in cross-strait relations is showed and caused the wide attention from both sides. It will certainly bring more uncertainties than ever in development of the cross-strait relations. How to effectively cope with the new situation and challenges and to further promote and deepen the cooperation, is a problem directly faced by Xiamen to construct the tactic pivot city of cross-strait relations.

This chapter tries to research and respond to the above problem from the following perspectives: First, it makes a macroscopic analysis in the background of the new situation of cross-strait relations, drawing out Xiamen's important position of dealing with Taiwan Affairs from the perspective of geopolitics. Furthermore, it makes a comprehensively strategic outlook in dealing with Taiwan Affairs on the basis of summarizing the major achievements of Xiamen; Second, it brings forward suggestions on how to build the pivot city from the perspective of cross-strait industry and financial cooperation and perspective of cross-strait cultural and personnel exchanges.

For example, in the aspect of industry cooperation, Xiamen should incorporate its advantages of frontier of cross-strait relations into its advantages of core areas of “Maritime Silk Route”and unify its advantage of beautiful Xiamen construction into its ecological constructionemphasizedby the 13th Five-Year Plan. Xiamen should use green industry cooperation as a start point to deepen cross-strait industrial cooperation. At the same time, Xiamen should try to promote its regional cooperation with Jinmen, making full use of its innovative industry platform to cause Taiwan youth to set up their home and start a business in Xiamen; In the aspect of Financial cooperation, Xiamen should promote the liberalization of cross-strait investment and realize the freedom of capital flow, which means that RMB could be a freely convertible currency within the free trade area. Furthermore, Xiamen financial institutions should further improve the role of serving Taiwan business（especially Taiwan's small and medium-sized enterprises）, trying to establish the “enterprise credit database of cross-strait”with national think-tank and providing one-stop financing services for Taiwan companies; In the aspect of cultural and personnel exchanges, Xiamen should make use of its “Wu-Yuan Culture”on basis of Minnan culture, Chinese traditional culture and common religious culture, aiming at promoting “Cross-Strait compatriots sharing the same mind set”. Xiamen should further increase exporting cultural products to Taiwan and focus the “San Zhong Yi Qing”（medium and low-income population, small and medium-sized enterprises, central and southern residents and the youth group）, which can enhance the Taiwan grassroots（especially its youth）the sense of identity with the mainland.

In short, it is a time of risks and opportunities coexisting that Xiamen should carry through the ideas of “innovative, harmonious, green, open and sharing”in coping with future Taiwan Affairs according to its focus of 13th Five-Year Plan idea, which can increasingly improve its role of pivot city of cross-strait relations.
