In 2013, China launched its “the Belt and Road”initiative（B＆R）, in which Fujian Province is playing an important role in the 21st-Century Maritime Silk Road. This chapter analyzes that, Xiamen（Amoy）, one of the leading ports in China, should become the fulcrum of this Initiative through an overall investigation of China's external development strategy, cross-strait relations, appearing backgrounds and challenges of B＆R as well as the status and role of Xiamen（Amoy）in B＆R.

Xiamen（Amoy）, a coastal city, has built itself in accordance with the five development concepts, including innovation, coordination, green development, opening up and sharing in the past decades. In particular, its innovative development, its strategy of being a large and beautiful city park, as well as its sharing city governance model as “Together to create a beautiful Xiamen（Amoy）”, jointly enhance its city hard power and also soft power. Therefore, it has the advantages to combine the affairs concerning Taiwan and B＆R initiatives together and further becomes a city of the strategic fulcrum in future China's opening and development.

In this regard, Xiamen（Amoy）, should promote the economic，social and cultural cooperation with the countries along the Maritime Silk Road, meanwhile, accelerate the city cooperation mechanism with cities of Taiwan, for example, enhancing Xiamen-Jinmen interactive development, establishing cooperative mechanism among small enterprises of Xiamen and Taiwan, as well as attracting more talents, young people and lower-middle class of Taiwan and countries along the Maritime Silk Road to work at Xiamen（Amoy）. Xiamen（Amoy）should make itself to become a city of dream, and also, a city of overlapping communities of fate.
