Abstract
The NEV Blue Book is the annual research report on the development of the Chinese New Energy Vehicles(NEVs). This book is the fifth Volume since it was first published in 2013. This book was jointly completely by many researchers from the Automotive Policy Research Center of China Automotive Technology and Research Center and field experts by the support of Nissan(China)Investment Co. , Ltd. and Dongfeng Automobile Co. , Ltd. and under the guidance of many senior experts, scholars and adviser in the fields of NEVs and relevant industries.
This Annual Report mainly includes ten parts: General Report, Expertise, NEVI, Industry, Market, Policy, Hot Issue, Survey, International Study and Appendix. The General Report summarizes the development of Chinese NEV industry in 2016. Expertise Report includes the well-known experts' common about important issues of the NEV industry since 2016; NEVI Index Report introduces the New Energy Vehicle Index(NEVI)system, and evaluates the development of Chinese NEV industry and NEV products in 2016(the product evaluation is based on the EV-TEST regulations); Industry Report analyzes the development of passenger cars, buses, batteries, motors and charging facilities; Market Report focuses on the market analysis and prediction of NEV; Policy Report studies central and local NEV policies, and the progress of electric vehicle standardization; Hot Issue Report shows the the situation of new BEV enterprises, research on asset light OEM model of EV, analysis and comment on the development of four-wheel Low-Speed Electric Vehicle, current laws and regulations of intelligent connected vehicles, implementation effect and outlook of power battery regulation; Survey Report shows the surveys of used NEVs, NEV consumers, carsharing industry of NEV; International Lessions includes Japanese used power battery project, German purchase subsidy for EVs, and international electric vehicle standardization. Appendix includes the worldwide major events of NEV, sales in major countries and enterprises, information of some new energy passenger cars, and the national and local important policies since 2016.
In 2016, the NEV market maintained steady rise. According to the statistics of China Automotive Industry Association, the number of NEV production and sales in 2016 were 517, 000 and 507, 000, far exceeding the overall level of 2015. First, the investment enthusiasm continues to rise and local authority and corporate investment continues to increase. Second, domestic and foreign resources accelerate the integration. For exemple, the cooperation between JAC and VW caused hot discussion. Third, the market demand is escalating. The products on the market are gradually various, and the enthusiasm of the consumption increased rapidly. Fourth, the number of vehicles which belong to individual and companies increased quickly and reaching 68 percent of the market in 2016. Fifth, the battery industry continues to grow, battery, the technical level of key components such battery and motor continues to improve. Sixth, the country further improves the financial subsidy policy and standardizes the industry management, the NEV industry needs to speed up the adjustment and adaptation. Last but not the lease, the NEV standardization work is around the nation's strategic needs, which gradually establishes the NEV standard system that meets current needs and can lead the development.
From the perspective of social science, NEV Blue Book in 2017 conducted comprehensive and systematic analysis on the development situation of NEVs in China in a rigorous and popular way. This book not only made public readers understand the development status and development of NEVs and popularized the concepts involved in the NEV development from the perspective of the mass, but also objectively assessed NEV technologies, product and analyzed the facing problem for the industrial development and thus provided suggestions and measures from the perspective of the professional. It would deepen the understanding of Chinese NEV industry for the automotive management authorities, research organizations, complete vehicle and auto parts manufacturers and the public, etc. , and provided reference for formulating policies and regulations related NEV industry.
