The Strategic Plan of Civil-Military Integration
Abstract: The Strategic plan is an important part in strategic management, embodies the strategic decision and makes the basic method of planning and directing the strategic action. Civil-military integration strategic plan is a process of national top-level design, resource distribution and macro-control for a series of activity including national defense construction and economic construction integration according to the national development strategy and military strategy. To strengthen the strategy plan is helpful for realizing the civil-military integration strategic aim, for effective allocation of construction resource in both civil and military fields, for the scientific management and systematic integration of civil-military integration, and for the improvement of national defense development efficiency. The civil-military strategic plan of the main countries in the world offers good experience for us. The civil-military integration strategy plan should follow the principles of unified planning, resource allocation in balance way, and system construction to clarify the plan requirement, complete the plan mechanism, improve the plan procedure and strengthen the assessment.
